规模—结构二元互动下的城市开发边界划定与管控策略研究

Delimitation and Control Strategies of Urban Development Boundary Based on the Dual Interaction Between Scale and Structure

文章首先通过梳理国家层面的相关文件,提出国家划定城市开发边界的目的不是为了划定空间物理边界,而是为了在强化对地方城市空间开发形态与规模管控的同时,保留地方的发展弹性;其次,基于规模—结构二元互动特征,将城市分为大增量—结构培育型城市、小增量—结构优化型城市、存量紧凑—结构提升型城市、精明收缩—结构重组型城市四种类型,并分析这四种类型城市的特征;最后,提出针对这四种类型的城市提出城市开发边界划定与管控策略。

With a review of relevant documents at national level,the paper argues the purpose of Urban Development Boundary(UDB)is not a physical limitation,but to reserve local resilience while strengthening governance on local spatial morphology and scale.Based on the dual interaction between scale and structure,the paper classifies cities into four types:structure formation cities with large growth space,structure optimization cities with small growth space,structure improvement cities with compact development,structure reorganization cities with smart contraction.In the end,UDB delimitation and control strategies are proposed respectively for the four types of cities.
