论我国消防监督执法的现状、问题及完善

On Fire Supervision Enforcement in China

在消防救援队伍改革转隶的过渡时期,消防监督执法职责和执法任务都在经历着变革。在当前消防监督执法中,存在着消防安全责任体系建设不健全、执法工作机制落实不到位、监督执法力量不足、执法人员素质参差不齐等问题。可考虑以健全消防安全责任体系、创新消防监督模式、推进监督执法规范化建设以及健全执法岗位培训考核机制等方法作为解决问题的思路,促进消防监督执法在法治的阳光下规范运行。

The duty and missions of fire supervision enforcement are experiencing a change in the reform of fire and rescue teams.In current fire supervision enforcement,issues exist concerning the responsibility system of fire security,the law enforcement machanism,the supervision enforcement authority and the quality of enforcement personnel.The countermeasures should be adopted to improve the execution of the fire supervison enforcement with rule of law.
