脱贫攻坚背景下农村公共服务设施优化研究——以张家口市张北县台路沟乡为例

Research on the Optimization of Rural Public Service Facilities under the Background of Poverty Alleviation——With TaiLugou Township of ZhangBei County in ZhangJiakou City as an Example

近年来,农村经济有所发展,公共服务设施滞后的局面也随之改善。然而统一的配置手法不能满足因村庄发展水平不同而存在的差异,从而导致公共服务设施的使用参差不齐。本次研究在脱贫攻坚背景下,以张家口市张北县台路沟乡的公共服务设施配置作为实证案例,通过实地调研,分析出公共服务设施配置现状存在的问题,依据农村现有资源以及发展水平将村庄分为特色村、中心村、基础村三类,根据不同村庄类别,提出突出发展,丰富特色村公共服务设施;加强联系,共享中心村公共服务设施;强化多元发展机制,提升基础村公共服务设施三个方面的优化策略,以完善农村公共服务设施配置,为不同农村的公共服务设施优化提供理论参考。

In recent years,with the development of rural economy,the lag of public service facilities has also improved.However,the unified allocation method can not meet the differences due to different development levels of villages,which leads to the uneven use of public service facilities.Under the background of poverty alleviation,taking the allocation of public service facilities in tailugou Township,Zhangbei County,Zhangjiakou City as an empirical case,the problems existing in the allocation of public service facilities are analyzed through field research,and the villages are divided into three categories according to the existing rural resources and development level,including characteristic village,central village and basic village.In order to improve the allocation of public service facilities in rural areas and provide theoretical reference for the optimization of public service facilities in different rural areas,we should enrich the public service facilities in characteristic villages,strengthen contact and share public service facilities in central villages,and strengthen diversified development mechanisms to enhance public service facilities in basic villages.
