河道生态基流的功能与价值构成研究

Study on the functions and value composition of ecological base flow

科学识别河道生态基流的功能和价值构成是准确评估河道生态基流价值的依据,对建立河道生态基流保障机制起着重要的支撑作用。从河道生态基流的概念和内涵出发,借鉴河流功能分类,对河道生态基流的功能进行划分,并阐述了各项功能之间的关系;以此为基础,识别价值构成并提出了河道生态基流价值的评估框架。结果表明,河道生态基流价值由自然价值、生态环境价值和社会价值构成,细分为11个分项价值,一定量的河道生态基流可同时支持多个分项价值;河道生态基流价值评估框架充分考虑了河道生态基流的价值构成特性,可避免价值的重复计算,提高了价值定量化的准确性和可靠性。

It is the basis for accurate evaluation of the economic value produced by ecological base flow in rivers to identify its functions and value composition scientifically,which plays a key role in establishing the protection mechanism of ecological base flow.Based on the conception and connotation of ecological base flow,we classify the functions of ecological base flow by learning from the existing classification of river functions,and discuss the relationship between various functions.Then we identify the value composition and propose the evaluation framework of the economic value produced by ecological base flow.The results show that,the economic value produced by ecological base flow is composed of natural value,ecological environmental value and social value,and divided into 11 sub-values.A certain amount of ecological base flow can support multiple sub-values simultaneously.Considering the characteristics of value composition,the evaluation framework can avoid double calculation,which improves the accuracy and reliability in the economic value assessment of ecological base flow.
