成人边缘化群体学习参与障碍及对策分析——基于《第四次成人学习与教育全球报告》 被引量:2

摘要 通过分析联合国教科文组织发布的《第四次成人学习与教育全球报告》发现,妇女、农村人口、移民和难民、老年人等边缘化群体在学习参与方面不平等,他们面临着学习参与的情景障碍、体制障碍和意向障碍。为了切实推动边缘化群体实现从"边缘参与"到"充分参与"的变革,国际上主要通过财政支持、学习资源供应、提高认识和处理好工作的影响等方式破除边缘化群体参与障碍,强化学习参与度。 Through the analysis of The Fourth Global Report on Adult Learning and Education issued by UNESCO,it is found that the marginalized groups,such as women,rural populations,migrants and refugees,and the elderly are unequal in learning participation,and they face situational,institutional and dispositional barriers.In order to effectively promote the transformation of marginalized groups from"marginal participation"to"full participation",the international community mainly utilizes financial support,the supply of learning resources,awareness-raising and dealing with the impact of work to break the barriers of participation of marginalized groups,and strengthen the degree of learning participation.
