养教结合社区老年教育模式研究

Research on the Model of Community Education for the Elderly with the Combination of Nursing and Education

积极发展老年教育事业是解决老龄化社会问题的有效措施,养教结合社区老年教育作为一种新的老年教育方式,可以有效扩大老年教育供给,提高服务质量。我国上海、浙江、江苏等省市已经初步探索出了符合当地特点的养教结合社区老年教育模式,为我国其他地区的实践提供了可供借鉴的经验。实践中,养教结合社区老年教育还存在诸如教育观念和意识落后、经费不足、管理机制不完善、资源配置不均衡、养老和教育分离等方面的问题。通过引入市场化运作和管理机制、加快出台有利于养教结合发展的政策和法律法规、健全养教结合管理体制和建设支撑体系、依托大专院校和专业机构储备优秀师资、构建社区养教结合保障体系等措施,有利于进一步规范和创新养教结合社区老年教育模式,扩大老年教育供给,提升老年人幸福感,缓解我国的老龄化压力。

Actively developing the cause of the elderly education is an effective measure to solve the aging social problems.As a new way of the elderly education,community education for the elderly with the combination of nursing and education can effectively expand the supply of the elderly education and improve the service quality.China’s Shanghai,Zhejiang,Jiangsu and some other provinces have initially explored the model of community education for the elderly with the combination of nursing and education in line with local characteristics,providing experience for other regions in China.In practice,the community education for the elderly with the combination of nursing and education still has problems such as backward education concepts and awareness,insufficient funding,imperfect management mechanisms,unbalanced resource allocation,separation of nursing and education.The measures of introducing market-oriented operations and management mechanisms,accelerating the introduction of policies,laws and regulations that are conducive to the development of nursing and education,improving the construction of nursing and education management systems and support systems,relying on colleges and professional institutions to reserve excellent teachers,and constructing a community nursing and education guarantee system are conductive to help further standardize and innovate the education model of community education for the elderly with the combination of nursing and education,expand the supply of the elderly education,enhance the elderly well-being,and relieve the pressure of aging in China.
