最低收购价政策下我国小麦生产效率测算研究——基于我国小麦主产区1999-2018年省级面板数据的分析

Research on the calculation of my country's wheat production efficiency under the minimum purchase price policy——Based on the analysis of the provincial panel data of my country's main wheat producing areas from 1999 to 2018

小麦最低收购价政策的实施对稳定小麦产量、保障农民种粮收入具有重要意义。本文以我国小麦主产区包含的14个省份1999-2018年省级面板数据为研究对象,应用SBM模型、Malmquist指数分析了实行最低收购价政策前后小麦生产效率静态和动态变化效应。研究发现:从时间演变来看,2006年实行最低收购价政策之前小麦生产效率都呈下降状态;2006年实行最低收购价政策之后,执行地区小麦生产效率处于上升状态,非执行地区小麦生产效率处于下降状态。从地区差异来看,小麦全要素生产率较高省份基本上都在小麦最低收购价政策执行地区,小麦全要素生产率较低省份基本上都在最低收购价政策非执行地区。

The implementation of the minimum purchase price policy for wheat is of great significance for stabilizing wheat production and ensuring farmers'income from growing grain.This paper uses the provincial panel data of my country's main wheat-producing areas including 14 provinces from 1999 to 2018 as the research object,using the SBMmodel and Malmquist index to analyze the static and dynamic effects of wheat production efficiency before and after the implementation of the minimum purchase price policy.The study found:From the perspective of time evolution,wheat production efficiency was declining before the implementation of the minimum purchase price policy in 2006;After the implementation of the minimum purchase price policy in 2006,the efficiency of wheat production in the implementation areas was on the rise,and the wheat production efficiency in the non-implementation areas was on the decline.From the perspective of regional differences,the provinces with higher wheat total factor productivity are basically in the regions where the minimum purchase price policy is implemented,and the provinces with lower wheat total factor productivity are basically in the non-implemented minimum purchase price policy.
