中国特色社会主义进入了新时代,社会主要矛盾转变也意味着社会风险的改变。新时代社会风险的易发性和多元化、叠加性和虚拟化、耦合性和全球化等特征给现有的风险治理模式带来很大的挑战。现有风险治理模式面临自利化、粗放化、梗阻化的困境。基于党政领导、“互联网+枫桥经验”、大数据信息交流的风险治理思路,构建了由政府、企业、社区及其他非营利组织构成的“党政主导、网格落实、云层包裹”的具有新时代中国特色的“智慧型”社会风险治理模式。

Socialism with Chinese characteristics has entered a new era,and the transformation of the principal social contradiction also means the change of social risks.In the new era,the characteristics of social risks,such as susceptibility and diversification,superposition and virtualization,coupling and globalization,bring great challenges to the existing risk governance model.The paper analyzed the existing risk governance model and the dilemma of self-interest,extensiveness and obstruction,and put forward the risk governance thought based on the party and government leadership,"Internet+fengqiao experience"and big data information exchange.An"intelligent"social risk governance model with the characteristic of"the party and government leading,grid implementation,and cloud covering"in the new era was constructed by the government,enterprises,communities and other non-profit organizations.
