治理现代化视角下农村教育精准扶贫的实践困境与突破路径

Dilemma and Breakthrough Path of Targeted Poverty Alleviation in Rural Education from the Perspective of Governance Modernization

农村教育精准扶贫作为一种内生式扶贫脱贫方式,能提升贫困人口教育素质,推进乡村治理民主化;改善贫困地区教育条件,推进乡村治理科学化;精准设计与实施扶贫制度,推进乡村治理法治化。目前农村教育精准扶贫存在多元扶贫主体协同治理不足、“相对贫困”群体识别不精准、扶贫内容过于注重教育的“GDP”、扶贫制度建设有待完善等问题。在治理现代化框架下,构建政府主导社会参与的多元主体协同治理格局,精准识别“相对贫困”群体的个性化教育需求,提供公平有质量的教育以及完善扶贫的制度体系,是突破农村教育精准扶贫的实践困境逐步实现新时代乡村治理现代化的有效路径。

As an endogenous poverty alleviation method,targeted poverty alleviation in rural education can improve the educational quality of the poverty-stricken population and promote the democ-ratization of rural governance,improve the educational conditions in poor areas and promote the scientific of rural governance,and the precise design and implementation of poverty alleviation systems will promote the legalization of rural governance.At present,there are problems in targeted poverty alleviation in rural education,such as insufficient coordinated governance of multiple poverty alleviation subjects,inaccurate identification of“relative poverty”groups,excessive emphasis on“GDP”of education in poverty alleviation,and the construction of poverty alleviation system to be improved.Under the framework of governance modernization,it is an effective path to breakthrough the practical dilemma of targeted poverty alleviation in rural education and gradually realize the modernization of rural governance in the new era by constructing a multiagent collaborative governance pattern of government leading and social participation,accurately identify the personalized education requirements of “rela-tively poor”groups,provide fair and quality education,and improve the poverty alleviation system.
