学科评估服务“双一流”建设:元评估的现实困境与路径选择 被引量:13

摘要 元评估是对学科进行再评估,以期提高原评估品质与效果的活动。开展元评估是推进学科评估规范发展的现实需要,是提升学科评估专业水准的必然选择,是国际高等教育评估发展的共同趋势。学科评估的元评估在实践中面临着认识不足、主体缺失、制度匮缺和理论滞后等困境,符合中国国情、具有中国特色的元评估,尚处于初步探索阶段,至今尚未形成清晰的建设思路和完整的制度构架。以元评估改进学科评估实践,提升学科评估为“双一流”建设服务的品质与效能,需要用立体化宣传凝聚群众智慧,用无为式管理培育评估组织,用批判性反思构建评估体系,用中国式自信打造评估理论。 Meta-evaluation is a re-evaluation of discipline assessment activity, which aims at enhancing the quality and effectiveness of the previous assessment. To carry out meta-evaluation is a realistic need to promote the development of discipline assessment standards, an inevitable choice to improve the professional level of discipline assessment and a common trend in the development of international higher education assessment. Meta-evaluation is facing difficulties such as inadequate understanding, lack of subject matter, lack of institutions and lagging behind in theory. For the meta-evaluation that accords with China’s national conditions as well as Chinese characteristics, it is still in the initial stage of exploration, and has not yet formed a clear idea of construction or a complete institutional framework. Improving the practice of discipline assessment by meta-evaluation and the quality as well as effectiveness that the discipline assessment serves"double first-lass"construction, we need to use three-dimensional propaganda to gather the wisdom of the people, cultivate evaluation organizations with inaction, build evaluation systems with critical reflection and build evaluation theories with Chinese self-confidence.
