建构“清廉中国”的公权意蕴、话语要义及实践范式

The Implication of Public Rights,the Essentials of Discourse and the Practical Paradigm of Constructing“Clean China”

《中国反腐倡廉建设报告No.8》倡议将“清廉中国”列为国家战略。推进“清廉中国”建设,就必须厘清腐败的含义、分类、范围和本质。本文对建设“清廉中国”的公权意蕴进行了创造性的表述,深刻剖析了腐败问题当中的公权属性、公权内涵,指出建设“清廉中国”必须确立国际认可的、具有中国特色的国际清廉评价话语体系。针对建设“清廉中国”理想的实践范式,提出应积极创造三个条件:遏制腐败的量质转变、树立各领域反腐大案的标杆作用、科学有效建立政府清廉指数和取得国际清廉评价的认可。

“China's Anti-corruption Report No.8”proposes“Clean China”as a national strategy.To promote the construction of“Clean China”,we must clarify the meaning,classification,scope and essence of corruption.This paper creatively expresses the meaning of public power in the construction of“Clean China”,deeply analyzes the public power attribute and connotation of corruption,and points out that the construction of“Clean China”must establish an internationally recognized discourse system of international clean evaluation with Chinese characteristics.In order to construct the ideal practice model of“Clean China”,three conditions should be created actively:to achieve the change of quantity and quality to curb corruption,to establish the benchmarking role of major cases in various fields,to truly and effectively establish the government's clean index system and to win the voice of international clean evaluation.
