为推动全面从严治党向纵深发展、向基层延伸、向全体党组织和党员覆盖、向社会各领域拓展,湖南省永州市道县创新开展廉洁县域建设:分类推进廉洁机关、廉洁村居、廉洁学校、廉洁医院、廉洁企业、廉洁家庭、廉洁社会系列建设;一体推进党建引廉、班子履廉、制度固廉、文教育廉、监督保廉、公开晒廉、惩治促廉;聚焦规范权力运行,建立集权力清单、风险清单、防控清单、责任清单、工作流程于一体的“四单一流程”制度,形成了权责清晰、流程规范、风险明确、措施管用、监管有力的权力运行模式,通过系统抓、重点抓、统筹抓,实现了廉洁建设全域化、社会化、具体化。“廉洁道县”建设的实践,是地方全域性廉洁建设的改革与创新,为全国在县级层面开展廉洁建设提供了一个易操作、可复制、可推广的有益范本。

In order to promote comprehensive and strict governance of the Party,deep development,extension to the grassroots,coverage of all Party organizations and Party members,and expansion in all areas of society,Daoxian County,Yongzhou City,Hunan Province has innovatively launched the construction of a clean county,and promoted clean institutions and clean villages by category housing,honest schools,honest hospitals,honest companies,honest families,and honest society;integrated promotion of party building,honesty of the Party,system integrity,cultural integrity,supervision of integrity,openness of corruption,punishment and promotion of integrity;focus regulate the operation of power,establish a“four single processes”system that integrates power lists,risk lists,prevention and control lists,responsibility lists,and work processes,forming a clear power with clear responsibilities,standardized processes,clear risks,effective measures,and powerful supervision.The operation mode has achieved globalization,socialization,and concreteness in the construction of integrity through systematic,focused,and overall planning.The practice of“corruption county”construction is the reform and innovation of local integrity construction,and provides a useful model that can be operated,copied,and promoted at the county level throughout the country.
