“清廉大竹”建设的实践探索与对策思考

Practical Exploration and Countermeasures on the Construction of“Clean Da Zhu”

第八部《反腐倡廉蓝皮书》提出把“清廉中国”建设纳入国家战略,推出一系列战略设计,推动廉洁行动成为国家战略行动,打造海晏河清、朗朗乾坤的“清廉中国”。县域清廉建设作为“清廉中国”建设的基本单元,具有特殊的重要地位。本文通过分析四川省大竹县培育“廉洁细胞”、推进“清廉大竹”建设的实践与探索,总结前期成功做法,剖析存在的不足和原因,结合“清廉中国”国家战略,提出进一步抓好“优化政治生态、锻造干部队伍、培育清廉细胞、厚植清廉文化”等方面工作,实现“清廉大竹”建设成熟定型、全社会清廉程度显著提升,使大竹县成为全省乃至全国清廉建设的基层示范样板。

The eighth“Blue Book of Anti-corruption”proposes to integrate the construction of“Clean China”into the national strategy,launch a series of strategic designs,promote the clean action to become a national strategic action,and build a“Clean China”with a bright future.As the basic unit of the construction of“Clean China”,the construction of clean county has a special important position.This paper analyzes the practice and exploration of cultivating“honest and clean cells”and promoting the construction of“honest and clean Dazhu”in Dazhu County,Sichuan Province,summarizes the successful practices in the early stage,analyzes the shortcomings and reasons,and puts forward to further grasp the work of“optimizing the political ecology,forging the cadre team,cultivating honest and clean cells,and cultivating honest and clean culture”in combination with the national strategy of“Honest and Clean China”,so as to realize the goal of“clean and clean”.The construction of“Clean Dazhu”is mature and finalized,and the level of social integrity has been significantly improved.It has become a grass-roots model of integrity construction in the whole province and even in the whole country.
