五年来西藏生态法治建设的成就、经验与启示

Achievements,experiences and enlightenments of Tibet’s ecological rule of law construction in the past five years

素有“亚洲水塔”之称的西藏,是我国、东南亚、南亚的“江河源”“生态源”,是整个东半球乃至全球气候的“启动器”“调节阀”.为此,我国历来高度重视西藏生态建设,并在生态法治和环境综合治理工作上做出了巨大努力.中央第六次西藏工作座谈会以来的五年间,生态法治建设被摆在西藏地方发展的突出位置,与经济建设、反贫治理、边境巩固等工作协同推进,相继取得显著成就.回顾这五年来的成就、经验,擘画新阶段西藏生态法治建设的可期前景,有助于科学地厘清中央第七次西藏工作座谈会提出的“生态保护第一”理念,对进一步凝聚生态法治共识、提升西藏生态法治建设水平以及铸就国家乃至国际生态文明高地具有重要价值.

Tibet,known as the"Water tower of Asia",is also the"rivers’source"and"ecological source"of China,Southeast Asia and South Asia,as well as the"starter"and"regulator valve"of the whole Eastern Hemisphere and even the global climate.So that China has always attached great importance to ecological construction in Tibet and made great efforts in ecological rule of law construction and comprehensive environmental management.During the five years after the Sixth Symposium on Tibet Work held by the CPC Central Committee,the construction of ecological rule of law has been placed in a prominent position in Tibet’s local development,and remarkable achievements have been made in coordination with economic development,poverty alleviation and border consolidation.Reviewing the achievements of the past five years,experience,outlining the prospect of ecological rule of law construction in Tibet in the new stage,help clarify the"ecology first"concept scientifically put forward on the Seventh Symposium on Tibet Work held by the CPC Central Committee,and is of great value to building consensus on ecological rule of law,improving its level in Tibet,and constructing a plateau of national and international ecological civilization.
