摘要
烟农专业合作社是烟叶生产中的先进生产组织方式,随着烟叶规模化种植水平的不断提高而产生,服务于现代烟草农业的不断发展.烟农专业合作社的发展模式逐步形成成员大会、理事会以及监事会为骨架的组织架构,决策权、经营权、监督权分离的民主管理模式和全覆盖式的专业化服务和资产管理等特点,要立足烟叶生产条件、行业计划体制、自身能力和人才缺口等对烟农专业合作社发展的制约,从健全政策扶持体系、发挥烟草部门的引导监管作用、实现规范管理和优化人力资源配置等方面入手形成优化烟农专业合作社发展的路径,助力现代烟草农业发展.
Professional cooperatives of tobacco farmers are the advanced production and organization mode in tobacco production.With the continuous improvement of the level of large-scale cultivation of tobacco leaf,professional cooperatives of tobacco farmers serve for the continuous development of modern tobacco agriculture.They have gradually formed an organizational structure with the general assembly,the board of directors and the board of supervisors as the framework.The democratic management model of separation of decision-making,management and supervision is formed.They tried to develop a full coverage professional services and asset management platform,while the tobacco production condition,planned economic system of tobacco industry,ability and talent shortage of themselves are unfavorable to the development of professional tobacco farmer cooperatives.In order to optimize the development of professional cooperative of tobacco farmers and better facilitate the development of modern tobacco agriculture,the policy support system should be improved,the guiding and supervising role of tobacco departments should be played,standardized management and the operation mechanism should be realized,the allocation of human resources should be optimized.
