用能权制度与碳减排制度协同——以浙江省为例

Synergy of Energy Use Trading System and Carbon Emission Trading System——Taking Zhejiang Province as an Example

我国用能权交易制度与碳排放权交易制度存在并行不畅、用能权受关注度低、用能企业受到双重约束、激励机制不足等问题。比较两项制度在制度本质、设计目的、规范对象及政策手段方面的相似性,以及用能权与碳排放权的可交易性特征,并借鉴域外成功交易经验,提出同一用能企业以富余用能权指标抵消超额碳排放量的构想,确认抵消政策的合法性,明确换算标准和履约程序,建立信息核查与披露制度,理顺监管和惩处机制,建立起联合履约机制等措施。

Energy use trading system and carbon emission trading system have some poor connections,such as little attention on energy rights,dual constraints on energy-using enterprises and insufficient incentive mechanisms.Comparing the similarity of the two systems in nature,purpose of design,object and policy measures,and tradability characteristics of the energy-using transaction and the carbon emission trading,and drawing on the successful transaction experience of foreign countries,the suggestion was proposed,that is:The same energy-using enterprise can use the surplus energy-using index to offset the excess carbon emissions.Confirm the legality of the offset policy,explicit conversion criteria,clear performance procedures,establish information verification and disclosure system,straighten out the supervision and punishment mechanism and finally establish a joint performance.
