论新时代“人民健康”制度“人民性”的三重维度

On the Three Dimensions of“People’s Characteristics”of the“People’s Health”System in the New Era

党的十九大报告指出“人民健康是民族昌盛和国家富强的重要标志”,健康的公平正义、健康的需求与供给、健康的共建共享,勾勒出新时代人民健康制度“人民性”的三重维度。从制度本身出发,健康的公平正义是制度的“人民性”的内在要求;从制度的现实指向出发,健康的需求与供给之间平衡,是社会主要矛盾解决的必然要求;从制度的执行力出发,健康的共建共享是制度的“人民性”的有效实现途径。

The report of the 19th National Congress of the Communist Party of China(CPC),noted that“the people’s health is an important sign of national prosperity and strength”.And it means that the fairness and justices of health,the balance between the demand and supply of health,co-construction and sharing based on health,are the three dimensions of the“people characteristics”of the people’s health system for a new era.From the system itself,fairness and justices of health are the inherent requirements of the system’s“people characteristics”;from the reality of the system,the balance between the demand and supply of health is the inevitable requirement of the main contradiction of society;from the execution force of the system,co-construction and sharing based on health is the effective ways of the system’s“people characteristics”.
