Reflections on the Transformation and High-quality Development of Public Libraries During“14th Five-year Plan”Period

本文通过梳理我国图书馆界在“十四五”规划背景下的理论研究和实践进展,探讨了公共图书馆在“十四五”规划背景下实现转型和高质量发展的几个关键点:顶层设计,制定“十四五”发展规划;制度先行,推进图书馆标准化和制度化建设;守正创新,促进图书馆服务高质量发展;融合发展,注重技术变革下的跨界合作;科技赋能,加速智慧图书馆建设;武装馆员,打造多元素养的综合服务团队,以期为各馆“十四五”规划的前期编制和后期落地实施提供一些参考。

Through combing the theoretical research and practical progress of china’s library sector under the background of the“14th Five-year Plan”,this paper discusses several key points for public libraries to realize transformation and high-quality development in the context of“the 14th Five-year Plan”:top-level design,formulation of the 14th Five-year Plan;system first,promoting the standardization and institutionalization construction of libraries;keeping integrity and innovation to promote the high-quality development of library services,integrated development with emphasis on cross-border cooperation in the context of technological change;scientific effectiveness,accelerating the construction of smart library;building a comprehensive service team with multiple qualities,so as to provide some references for the preparation and implementation of the“14th Five-year Plan”of the libraries.
