整体性治理视角下农村敬老院转型发展研究——以江苏省启东市为例

Research on the transformation and development of rural nursing homes for the elderly from the perspective of holistic governance:Take Qidong city of Jiangsu province as an example

农村敬老院作为解决农村老年群体养老问题的主要载体,在农村养老服务中承担重要的兜底保障作用。从整体性治理视角出发,以江苏省启东市为例,分析农村敬老院转型发展过程中存在的管理主体权责碎片化、养老服务供给碎片化以及资金来源渠道碎片化等问题,并提出构建协调机制、健全整合机制、建立信任机制的治理路径。

As the main carrier to solve the problems of the elderly in rural areas,rural nursing homes for the elderly played an important role in providing for the elderly in rural areas.From the perspective of holistic governance,taking Qidong city of Jiangsu province as an example,this study analyzed the problems existing in the process of transformation and development of rural nursing homes,such as the fragmentation of management subject's rights and responsibilities,the fragmentation of pension service supply,and the fragmentation of funding sources,and put forward the governance path of building coordination mechanism,improving integration mechanism and establishing trust mechanism.
