公共图书馆“一案三制”应急管理体系建设研究

Research on the Construction of Emergency Management System of Public Library with “One Case and Three Systems”

突发公共事件愈加频繁,迫使公共图书馆必须尽快提高自己的应急管理能力。本文对公共图书馆"一案三制"应急管理体系进行概念辨析,理清其内涵及内部联系,对应急预案、应急机制、应急体制和应急法制的具体建设规划提出建议,以期提高公共图书馆的应急管理能力。

Public emergencies become more and more frequent,forcing public libraries to improve their emergency management capabilities as soon as possible.This paper analyzes the concept of emergency management system of public library with"one case and three systems",clarifies its connotation and internal relations,and puts forward suggestions on the specific construction planning of emergency plan,emergency mechanism,emergency system and emergency legal system,so as to improve the emergency management ability of the public library.
