乡村振兴背景下农村职业教育的价值取向与改革框架 被引量:32

摘要 人力资本缺乏是我国实现乡村振兴战略目标的“桎梏”。在乡村振兴背景下,农村职业教育的应然价值取向是坚持城乡等值统整,以人为发展中心的发展理念,坚持面向“新农”发展,服务乡村社区建设的功能定位。乡村振兴背景下的农村职业教育,必须完善“三教融合,城乡一体,梯级辐射”的县域化职业教育培训体系;形成“城乡融合,县管为主,乡镇自主”的均衡化职业教育管理体制;建立“产教融合,校企双主,协同育人”的多元化职业教育办学机制;构建“基于融合,县域统整,灵活自主”的一体化职业教育政策体系。 The lack of human capital is the“shackle”of China’s strategic goal of rural revitalization.In the context of rural revitalization,the proper value orientation of rural vocational education are to adhere to the urban-rural equivalent integration and the humancentered development concept,and to adhere to the functional orientation of“new agriculture”development to serve the construction of rural communities.Rural vocational education in the context of rural revitalization must improve the county-level vocational education and training system of“integration of teachers,teaching materials and teaching,integration of urban and rural areas,and cascade radiation”;build a balanced vocational education management system of“urban-rural integration,county management,and township independence”;establish a diversified vocational education system of“integration of industry and education,dual ownership of schools and enterprises,and collaborative education”;and build an integrated vocational education policy system of“based on integration,county integration,and flexibility”.
