摘要
职工代表大会制度是国有企业民主管理的基本形式之一,子集团的职工代表大会则是企业职工代表大会的特殊形态,在职权的设置、职工代表的选举产生和比例等方面有其独特之处。工会组织应立足现代国有企业实际,针对新时代国有企业民主管理面临的现状与问题,坚持问题导向和结果导向,研究相应对策,围绕系统化、标准化、规范化等目标,不断健全和完善大型国有企业“三级构架,两级管理”体系下子集团工会的职责,建立多级职代会体系,探索尝试拓展新时代职工参与民主管理的领域和方式,充分发挥职工积极性和创造力。
The workers'congresses system is one of the basic forms of democratic management of state-owned enterprises.The workers'congresses of sub-group are a special form of the corporate employee congress.It has its unique features in position setting,power distribution,and election of employee representatives.Trade unions should study countermeasures based on the actual situation and management issues of modern state-owned enterprises.Focusing on the goals of systematization,standardization,and standardization,we will improve the responsibilities of the trade union of large state-owned enterprise sub-group,establish a multi-level workers'congresses system,expand democratic management areas and methods,and give full play to the enthusiasm and creativity of the worker.
