新公共治理理论的形成、演进及进路探析

An Analysis of the Formation,Evolutionand Approach of New Public Governance Theory

在当前公共行政领域,“治理”一词可谓广受欢迎,对“治理”的研究也风生水起。从治理的定义、概念,或是从治理的外延和具体内涵,对治理的研究和应用是千变万化、层出不穷,这种现象恰恰反映了我们这个时代呈现出的多元化特征。首先,我们将论证新公共治理理论的形成是受新自由主义思想和后现代文化的影响;其次,我们将求助于公共行政思想史对作为公共行政领域的三个范式之间的演进逻辑进行分析,即对传统公共行政、新公共管理和新公共治理的演进进行一个深入的挖掘,从而对当前公共行政领域盛行的新公共治理理论有一个更加深刻的认知;最后,我们将对新公共治理理论能否解决当前的公共行政困境进行一个必要的探索。

In the current field of public administration,the word“governance”is very popular,and the research on“governance”is booming.From the definition and concept of governance,or from the extension and specific connotation of governance,the research and application of governance are ever-changing and emerge in endlessly.This phenomenon just reflects the diversified characteristics of our times.At first,we will demonstrate that the formation of the new public governance theory is influenced by Neo-liberalism and postmodern culture;Secondly,we will turn to the history of public administration to analyze the evolution logic among the three paradigms in the field of public administration.In other words,we will dig deeply into the evolution of traditional public administration,new public management and new public governance.At last,we will make a necessary exploration on whether the new public governance theory can solve the current dilemma of public administration.
