中央财经委员会第六次会议提出推动成渝地区双城经济圈建设,打造内陆开放战略高地,在西部形成高质量发展的重要增长极。成渝地区具备区位、经济、产业、创新四大优势,将成渝地区双城经济圈打造成为辐射东南亚、南亚的区域经济中心,并以此为支点打通泛亚战略通道,构造稳定的富有韧性的区域产业链供应链体系,是应对新冠肺炎疫情后全球化新趋势的必然选择,是我国谋得战略主动、确保战略安全的必要举措,是完善高水平对外开放布局、推进新时代西部大开发的必然要求。应依托既有基础,以打造生产要素配置中心、产业链布局中心、供应链统筹中心和创新引领中心为抓手,推动成渝地区双城经济圈建设成为辐射东南亚、南亚的区域经济中心。

Promoting Chengdu-Chongqing Economic Circle development put forward in the 6th Meeting of the Financial and Economic Commission of CPC Central Committee to build strategic highlands for inland opening-up and form an important pole of growth for high-quality development in the western region.Chengdu and Chongqing possesses advantages in region,economic development,industry and innovation,and therefore taking Chengdu and Chongqing as the supporting point to connect the Pan-Asia Strategic Corridor to construct a stable and resilient regional industrial chain and supply chain,becoming a regional economic center radiating Southeast Asia and South Asia is an inevitable choice to respond to the new trend of globalization after the COVID-19.It is also a necessary measure for China to take the strategic initiative and ensure strategic security,and an inevitable requirement for China to improve the high-level layout of opening up and promote the great development of the western region in the new era.Based on the existing foundation,the country should build the center of allocation of production factors,the center of industrial chain layout,the center of overall planning of supply chain and the center of innovation leading,and promote the construction of Chengdu-Chongqing Economic Circle to become a regional economic center that radiates Southeast Asia and South Asia.
