摘要
根据国务院“‘十三五’现代综合交通运输体系发展规划”(以下简称“规划”)要求,构建现代综合交通运输体系,是推动国家重大战略实施的客观要求。规划指出:“着力完善基础设施网络、加强运输服务一体衔接、提高运营管理智能水平、推行绿色安全发展模式,加快完善现代综合交通运输体系,更好地发挥交通运输的支撑引领作用,为全面建成小康社会奠定坚实基础。”为此,全国各地的大型综合交通枢纽工程的建设呈现快速发展的新态势。大型综合交通枢纽工程由于涉及城市轨道交通、铁路、机场、市政等多类工程,在建设过程中,特别是概算编制过程中,有关枢纽工程的造价计价依据、投资划分原则、技术经济指标的合理性等问题是各方持续争论的焦点问题。文章主要以天津地区几个大型综合交通枢纽工程为例,从枢纽工程涉及的造价计价体系、投资划分原则、技术经济指标分析等方面进行了分析研究,以期为同类工程提供借鉴和参考。
According to the requirements of the"13th Five-Year Plan for the development of modern integrated transport system"of the State Council,developing a modern integrated transportation system is an objective requirement to push forward the implementation of national major strategy.The plan states that"work to improve the infrastructure network,strengthen the integration of transportation services,improve the intelligent level of operation management,promote the green and safe development model,accelerate the improvement of the modern integrated transportation system,give better play to the supporting and leading role of transportation,and laid a solid foundation for completing the building of a moderately prosperous society."For this reason,the construction of large-scale comprehensive transportation hub projects across the country has shown a new trend of rapid development.As large-scale integrated transportation hub projects involve multiple types of projects such as urban rail transit,railways,airports,municipalities,etc.,during the construction process,especially during the preparation of budget estimates,the cost calculation basis of the relevant hub projects,the principle of investment division,the rationality of technical and economic indicators are the focus of continuous debate.This article takes several large-scale integrated transportation hub projects in Tianjin as an example,analyzes and researches the cost calculation system,investment division principles,and technical and economic indicators involved in the hub project.So as to provide reference for similar projects.
