基于组织行为视角的情报政治化成因及对策研究——以美国为例

Research on the Causes and Countermeasures of Intelligence Politicization Based on Organizational Behavior:Taking America as an Example

[目的/意义]通过剖析情报政治化的成因,针对性地提出防控情报政治化的具体对策,可以有效预防情报政治化带来的不良影响。[方法/过程]采用系统分析法,从组织行为视角出发,区分个体、群体、组织三次层次剖析情报政治化的致因过程,找出影响情报政治化的关键因素。[结果/结论]情报政治化在个体层面表现为先入为主影响下的选择性认知,在群体层面表现为思维极化导致的小集团思维,在组织层面表现为权力增益作用下的组织屏障失效。为有效应对情报政治化,可以在规范组织制度、塑造群体文化和培养个体素质三个方面提出具体对策。

[Purpose/Significance]By analyzing the causes of intelligence politicization,this paper puts forward specific countermeasures to prevent and control intelligence politicization,which can effectively prevent the adverse effects brought about by intelligence politicization.[Method/Process]From the perspective of organizational behavior,this paper analyzes the process of intelligence politicization at three levels:individual,group and organization,and finds out the key factors affecting intelligence politicization.[Result/Conclusion]At the individual level,intelligence politicization is manifested as selective cognition under the influence of preconception;at the group level,it is manifested as small group thinking caused by thinking polarization;at the organizational level,it is manifested as the failure of organizational barrier under the effect of power gain.In order to effectively deal with intelligence politicization,we can put forward specific countermeasures in three aspects:standardizing the organizational system,shaping the group culture and cultivating the individual quality.
