国家大数据中心一体化治理研究

Research on Integrated Governance of National Big Data Center

[目的/意义]构建全国一体化国家大数据中心治理方略,推动数据资源跨部门、跨区域共享,提高数据资源利用效率,加速开发信息资源、挖掘数字红利、建设网络强国的信息化进程。[方法/过程]以培育信息化时代大数据公共治理能力为目标,研究构建一体化国家大数据中心、构建一体化国家数据中心治理体系的理论依据和可行性方案。[结果/结论]当前,我国已经把建设一体化国家大数据中心作为实施网络强国战略的重要实践路径,积累了一定的建设经验和治理方略,但在治理模式、公共价值认知、管理服务优化、关键基础设备研发应用的创新、一体化协作运行等方面与发达国家仍存在差距。探索一体化国家大数据中心治理方略框架的构建,培育数据治理能力,提升网络信息核心技术的自主研发和创新能力,完善一体化国家数据中心治理体系,有利于建设具有独立主权的网络空间安全机制,加快推进网络强国建设,抢占世界网络技术创新的竞争高地,提高我国在网络空间的国际话语权和规则制定权。

[Purpose/Significance]Build a national integrated national big data center governance strategy,promote cross-departmental and cross-regional sharing of data resources,improve data resource utilization efficiency,and accelerate the informatization process of developing information resources,mining digital dividends,and building a network power.[Method/Process]With the goal of cultivating big data public governance capabilities in the information age,the theoretical basis and feasibility plan for building an integrated national big data center and an integrated national data center governance system are studied.[Result/Conclusion]Presently,China has taken the construction of an integrated national big data center as an important practical path to implement the strategy of network power development,while the innovations in R&D and application of key basic equipment,and integrated collaborative operation still exist gaps with developed countries.China needs to explore the construction of an integrated national big data center governance strategy framework,cultivate data governance capabilities,enhance the independent research and innovation capabilities of network information core technologies,improve the integrated national data center governance system,all of the above will help build a cyberspace security mechanism with independent sovereignty,accelerate the construction of a network power,seize the world's competitive high ground for network technology innovation,and improve China's international discourse power and rule-making power in cyberspace.
