“限牌令”实施中的地方政府行为失范及其矫正

The Behavior Anomie and Its Correction ofLocal Government in the Implementation of License Restriction Order

国内各地的“限牌令”政策作为一项政府行为,在政策颁布实施的过程中表现出地方政府行为普遍失范、动态失范、封闭失范等,这些失范行为的产生具有时间、空间、制度、权力以及观念等层面的深层原因。而面对这些行为失范的严重危害,地方政府应该从厘清角色和道德边界、关联政府行为与结果、发挥媒体与问责效力、践履客观与主观责任以及释放补偿与社会关怀等方面予以矫正。

As a government behavior,the policy of“license restriction order”in different regions shows the general anomie,dynamic anomie and closed anomie in the process of policy promulgation and implementation.These anomie behaviors are caused by time,space,system,power and concept.In the face of the serious harm of the local government s misconduct,we should correct the misconduct from the aspects of clarifying the role and moral boundary,relating the government s behavior and results,exerting the media and accountability effect,fulfilling the objective and subjective responsibility,releasing compensation and social care.
