县域产业基础高级化和产业链现代化研究——基于南通市海门区实证分析

Research on Advanced Industrial Bases and Modernization of Industrial Chains in Counties:Based on the Empirical Analysis of Haimen District, Nantong City

实施产业基础再造和产业链提升工程,将是我国产业发展和产业升级必须遵循的基本原则。以南通市海门区产业经济数据为样本,通过产业集群、产业投入、技术创新以及产业结构偏离等产业发展的特征评估和分析,为县域产业发展提供借鉴。实践证明,要推动县域产业基础高级化和产业链现代化水平,必须充分利用资源禀赋,发挥比较优势,探索产业基础和产业链与对应的产业、产品等相关联的应用场景。要强化问题导向,树立短板意识,加快成果转化,实行跨区域产业协同,促使产业链与创新链紧密结合,重构产业体系。坚持"市场主导"和"政府引导"相结合原则,使市场在资源配置中发挥决定性作用,实现县域经济高质量发展。

The implementation of industrial foundation reengineering and industrial chain upgrading project will be the basic principles that must be followed in the development and upgrading of industry in China. Taking the industrial economic data of Haimen District of Nantong City as a sample, the characteristics of industrial development such as industrial cluster, industrial input, technological innovation and industrial structure deviation are evaluated and analyzed to provide reference for the development of county industry. Practice has proved that in order to promote the advanced level of the county industrial foundation and the modernization level of the industrial chain, we must make full use of the resource endowment, give play to the comparative advantage, and explore the application scenarios of the industrial foundation and the industrial chain associated with the corresponding industries and products. It is necessary to strengthen problem orientation, establish short board consciousness, speed up the transformation of achievements, implement cross-regional industrial coordination, promote the close combination of industrial chain and innovation chain,and reconstruct industrial system. Adhering to the principle of"market leading"and"government guidance "makes the market play a decisive role in the allocation of resources to realize the high-quality development of county economy.
