Study on Rent and Interest Reduction in Shandong Anti-Japanese Base Area

山东抗日根据地的减租减息政策作为一项社会经济政策,具有自身的历史发展逻辑规律,体现着政策法规正规化和政策实施科学化的统一。山东抗日根据地抗日民主政府建立后,着手领导减租减息斗争,并且使之与群众运动相结合。在根据地领导层对山东地方社会经济和阶级状况深入调查研究的基础上,减租减息很快就实现了政策法规的正规化。减租减息政策的成熟,为此后根据地减租减息斗争向科学性方向深入发展奠定了坚实基础,也为群众路线的贯彻开辟了道路。

As a social and economic policy, reducing rent and interest in Shandong anti-Japanese base area embodies the regularization of policies and regulations and the scientific unity of policy implementation as well as its own logical law of historical development. After the establishment of the anti-Japanese democratic government in the anti-Japanese base area of Shandong Province,the government began to lead the struggle to reduce rent and interest and combine it with the mass movement. Based on the in-depth investigation and study of Shandong’s local social economy and class situation by the leadership of the base areas,the reduction of rent and interest rates soon realized the regularization of policies and regulations. The maturity of the policy has laid a solid foundation for the scientific direction of the struggle to reduce rent and interest rates in the base areas since then and has also opened the way for the implementation of the mass line.
