使命宣言:“双一流”背景下高等教育管理改革的新工具

Mission Statement:A New Tool for Higher Education Management Reform under the Background of"Double First-Class"Initiative

“双一流”建设背景下,大学不仅要成为改革发展的“人才库”、科学技术的“创新源”、思想文化的“策源地”,还要进一步明确内涵发展的文化精神和使命。大学“使命宣言”作为向高等教育机构内外部利益相关者传播信息的一个有效载体,理应成为有助于更高标准地实现高等教育国际化的战略谋划工具。从国内外的管理实践来看,“使命宣言”在高等教育研究领域是被作为大学变革的边缘化现象来对待的,而且对高等教育领域内的“使命宣言”诟病最多的就是其表达上的过于一般和笼统。尽管如此,大学的领导者和管理者还是应当将它作为组织发展和规划的工具来使用。一个好的大学“使命宣言”应对内用于形成价值认同,促成文化共识,产生组织凝合力,传承大学的精神文化特质;对外作出对自身目标、职能和存在价值的宣告与承诺。既要能够体现高等教育存在的普适价值,还要能昭示自己独有的办学理念;既要对内达成广泛的、高度的共识,还要能在与外界互动中获得支持;既要能“脚踏实地”传承历史积累的遗产,还要能“仰望星空”着眼于更好的未来。

Under the background of"Double First-Class"Initiative,universities should not only become the"talent pool"of reform and development,the"innovation source"of science and technology,and the"origin"of ideology and culture,but also clarify the cultural spirit and mission of connotative development.As an effective carrier for disseminating information inside and outside campus,the"mission statement"of the university should become a strategic planning tool that helps to achieve higher standards of higher education internationalization.From the perspective of management practices at home and abroad,the"mission statement"in the field of higher education research is treated as a marginalized phenomenon of university reform,being criticized most for its general and average expression.Nevertheless,university leaders and administrators should use it as a tool for organizational development and planning.A good university"mission statement"should be used internally to form value identity,promote cultural consensus,generate organizational cohesion,inherit the spiritual and cultural characteristics of the university,and make a declaration and commitment to its own goals,functions and existence value.It should reflect the universal value of higher education,and its unique idea of running a school;it is necessary to reach a broad and high-level consensus internally,and to get support in interacting with the outside world;it must be able to be"down-to-earth",inheriting the heritage accumulated in history,and to"look up at the stars"for a better future.
