充分竞争型国有企业必须聚焦"主责主业",以体现其所承担的国家使命。国有企业聚焦主责主业,不仅是为了提高自身核心竞争力,而且也是为了完善中国市场经济体制。中国国有企业必须担当起重要产业的高质量供给责任,特别是在弥补产业链缺陷和薄弱环节,在确保国家重要领域的供应链安全上,发挥重要作用。同时,国有企业要为解决许多重大社会利益问题,探索可行的解决方案。充分竞争型国有企业是在体制机制上最接近于市场经济中一般企业运行方式的国有企业。因此,也最有必要和条件进行混合所有制改革,以形成更强市场竞争力和更具灵活运行机制的混合型企业实体或联合体。如何进一步深化体制机制改革,更高程度地实行开放和自由竞争,最大限度地同国际规则相容相连,是中国充分竞争型国有企业在深化改革上所肩负的一个特殊重任。
