以畅通国民经济循环为主构建新发展格局

Establishing the New Development Pattern Mainly based on the Smooth Circulation of National Economy

以国内大循环为主体、国内国际双循环相互促进的新发展格局,是中国应对国际形势变化,防范风险和不确定性的战略性调整,也是中国解决国内深层次问题、实现经济社会转型发展的必然选择。以国内大循环为主体并不排斥国际循环,而是国内国际双循环相互促进;以国内大循环为主体并非“闭关锁国”,而是新形势下深化对外开放的重大举措;以国内大循环为主体并非应急之策,而是适应经济发展阶段变化的长期战略;以国内大循环为主体并不会带来“内卷化”,而是形成以自主创新为基础的创新型经济体。为更好地贯彻落实双循环新发展战略,中国应加强产业战略布局,畅通商品和生产要素流动,推进高水平对外开放,加大新基建投资,推进产学研协同创新。

The new development pattern,in which the domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement,is a strategic adjustment for China to cope with the changes in the international situation and prevent risks and uncertainties,and it is also an inevitable choice for China to solve the deep-rooted domestic problems and realize economic and social transformation and development.The leading role of the domestic economic cycle does not exclude the international economic cycle;on the contrary,the dual cycles promotes each other.The leading role of the domestic economic cycle does not mean“secluding the country from the outside world”;instead,it is a major measure to deepen the opening up under the new situation.The leading role of domestic economic cycle is not an emergency policy,but a long-term strategy for adapting to the current changes in economic development.The leading role of domestic economic cycle will not lead to“involution”,but to an innovative economy based on independent innovation.In order to better implement the new development strategy of“dual circulation”,China should strengthen the strategic layout of industries,expedite the flow of commodities and production factors,promote high-level opening-up,increase investment in new infrastructure,and promote collaborative innovation between industry,universities and research institutes.
