新时代中国推进跨区域大气污染协同治理的实践探索与展望

The Practical Exploration and Prospect of China’s Collaborative Governance of Transregional Atmospheric Pollution in the New Era

有效治理工业化、城市化快速推进带来的跨区域大气污染问题,是新时代打赢蓝天保卫战、深化区域合作机制以及推进生态环境治理体系和治理能力现代化的重要任务。党的十八大以来,通过完善协同治理理念、创新协同治理的体制机制以及加强重点区域的实践探索,我国在推进跨区域大气污染治理方面取得显著成效,但也同时存在对协同治理理念认识不足、协同治理法律不完善、协同治理机制不健全、多元主体协同参与治理的积极性不够等问题。“十四五”时期,需要继续强化跨区域大气污染协同治理理念、健全跨区域大气污染协同治理法制建设、完善跨区域大气污染协同治理的生态补偿机制建设、加强跨区域大气污染协同治理信息共享机制和共享平台建设以及建构多方参与的跨区域大气污染协同治理格局。

To effectively govern the ever-increasingly severe problem of transregional atmospheric pollution caused by the rapid development of industrialization and urbanization is an important task for winning the battle to protect the blue sky,deepening regional cooperation mechanismsand modernizing the ecological environment governance system and government capacity.Since the Eighteenth National Congress of the Party,our country has made obvious achievements in governance of transregional atmospheric pollution by strengthening the idea of collaborative governance,innovating in the system and mechanism of collaborative governance and strengthening the practical exploration in key areas.However,there are still some dilemmas such as insufficient understanding of collaborative governance,imperfect legal system for collaborative governance,imperfect mechanism of collaborative governance,inadequate activity of multiple subjects’participation,and so forth.In the Fourteenth Five-year Plan period,we need to go on strengthening the idea of collaborative governance of transregional atmospheric pollution,improve the legal system for collaborative governance oftransregional atmospheric pollution,perfect the ecological compensation mechanism for collaborative governance of transregional atmospheric pollution,strengthen the construction of the information sharing mechanism and platform for collaborative governance of transregional atmospheric pollution,and establish the pattern of collaborative governance of transregional atmospheric pollution in which multiple subjects participate actively.
