中国共产党百年奋斗史,也是一部探索建设党内法规制度体系的历史。党内法规制度体系建设,把依法依纪依规治党提高到前所未有的新高度,在新时代党的建设总布局中占据关键位置。科学分析中国共产党百年来颁布的涉及党内监督的中国共产党中央和部分部委党内法规与规范性文件,可以更好地把握党内法规制度体系建设的发展脉络、主要特征、制度结构和完善路径。新时代必须着力完善以遵循党章为根本、以解决问题为导向、以责任落实为关键、以考核评价为保障的党内法规制度体系,充分激发党内监督体系制度效能,更好地推进党的建设新的伟大工程,实现中华民族伟大复兴的宏伟目标。

The one-hundred-year history of struggle of the CPC is also a history of exploring ways to build a system of intra-party laws and regulations.The development of intra-party laws and regulations has raised the governance of the Party in accordance with the laws,disciplines and regulations to an unprecedented new height,occupying a key position in the overall layout of Party building for the new era.A scientific analysis of intra-party regulations and normative documents regarding intra-party supervision,as issued by the CPC Central Committee and some ministries and commissions over the past century,can help us better understand the development context,main features,institutional structure and improvement path of the institutional system building of intra-party laws and regulations.We must work hard to improve the system of intra-party laws and regulations,which takes the compliance with the Party Constitution as the foundation,the solving of problems as the orientation,the responsibility implementation as the key,and assessment and evaluation as the guarantee,so as to fully stimulate the effectiveness of the intra-party supervision system,better advance the great new project of party building,and achieve the goal of the great rejuvenation of the Chinese nation.
