摘要
江苏武进为江苏省首批海绵城市建设试点城市之一。为系统推进全区海绵城市建设,武进编制了《武进区海绵城市综合规划》及几个示范片区的系统建设方案,针对区域内存在的“四水”尤其是水安全问题重点梳理,并基于Mike urban构建模型,在雨水管网排水能力评估的基础上,进行管网、河道及地形三者耦合,对30 a一遇设计降雨工况下内涝风险进行了模拟和评估,制定了“围+排+蓄”相结合的防洪排涝策略。同时,以行政中心试点片区为例,结合老城区海绵改造,通过源头减排、排水管渠、排涝除险、应急管理等措施,全面实现该区域“3~5a一遇不积水,20 a一遇不内涝”的总体目标。
Jiangsu Wujin is one of the first pilot cities for the construction of sponge cities in Jiangsu Province.In order to systematically promote the construction of the sponge city in the whole district,the Wujin District Sponge City Comprehensive Plan and the system construction schemes of several pilot areas are compiled.The"four water"problems,especially the water safety problem existing in the district are specially sorted out.Based on Mike Urban,the model is established.On the basis of rainwater pipe network drainage capacity evaluation,the coupling of pipe network,river and terrain is carried out.The waterlogging risk under the design rainfall condition of 30 a once is simulated and evaluated.The flood control and waterlogging drainage strategy combined of"Embankment+Drainage+Storage"is formulated.At the same time,taking a pilot area of the administrative center as an example,combined with the sponge reconstruction of the old urban areas,through the measures of source reduction,drainage drain pipe,waterlogging drainage,risk removal and emergency management,the overall objective of"no ponding in 3~5 a and no waterlogging in 20 a"in this district is fully realized.
