韩国水外交的战略目标、实践路径与模式分析——以2011-2019年湄公河地区为例

Strategic Objectives,Practical Paths and Pattern Analysis of Republic of Korea's Water Diplomacy:A Case Study of the Mekong Region from 2011 to 2019

自21世纪联合国倡议水外交以来,韩国与中国、美国、日本、欧盟等同步开展了水外交实践。湄公河流域作为全球水冲突最严重的四大地区之一,已成为韩国积极实施水外交的重点区域,更是其在东南亚地区发挥影响力、实现“新南方政策”等战略目标的重要舞台。2011~2019年,韩国在湄公河流域的水外交主要通过水资源平台建设、水资源项目与资金投入、水资源危机公关与管控、国际水外交话语权打造等多种独具特色的模式展开,并不断加强自身在全球水外交上的领导作用。

Since the United Nations proposed water diplomacy in the 21st century,Republic of Korea has conducted water diplomacy with China,the United States,Japan,and the European Union at the same time. As one of the four most serious water conflict regions in the world,the Mekong River Basin has become a key area for Republic of Korea to implement water diplomacy actively. It is also an important stage for Republic of Korea’s influence in Southeast Asia and the realization of strategic goals such as the"New Southern Policy". From 2011 to2019,Republic of Korea’s water diplomacy in the Mekong River Basin was practiced through a variety of unique modes,such as water resource platform construction,water resources projects and capital investment,water crisis public relations and control,and the right to international water diplomacy. Meanwhile,Republic of Korea continues to strengthen its leadership role in global water diplomacy.
