特朗普政府修订《美韩自由贸易协定》是其重塑美韩在协定中的利益分配,获取“单方支付”的新区域主义行为。特朗普政府此举不仅意在获取一般经济收益,更是服务于重振制造业、维护霸权国的经济规模优势、树立双边自由贸易协定样板的整体战略诉求。短期而言,美国修订《美韩自由贸易协定》取得了一定成效,但长远来看,修订协议无法从根本上改善两国贸易逆差结构,而特朗普政府强势修订协定对其国际信用与领导地位的负面影响势必长期存在,这将导致东亚区域经济一体化格局面临更加复杂的局面。

Trump Administration revising KORUS FTA aims to readjust the profit distribution between the US and ROK.The unilateral adjustment of US that according to the needs of the domestic economy,is the new regionalism which acquires the“unilateral payment”from ROK again.The Trump Administration focused on traditional gains(economic gains)to revise the KORUS FTA and also put the new non-traditional significance to the agreement.Reinvigorating manufacturing,maintaining the economic advantages of hegemonic countries,establishing a bilateral FTA model are the main demands of the Trump Administration to renegotiate the KORUS FTA.In the short term,the traditional benefits that the Trump Administration aims to achieve are expected to be obtained.But in the long term,the revision of the agreement cannot fundamentally solve the trade deficit problem between two countries.However,revision of FTA based on its own earnings will have a long-term negative impact on US international credit and leadership.It will also lead to a more complicated situation in East Asian regional economic integration.
