构建危化品运输全链条安全管理长效机制的思考

Thoughts on Constructing Long-term Safety Management Mechanism for Hazardous Chemicals Transportation Chain

石化企业拥有危化品生产经营全产业链,其危化品运输量大、种类繁杂,且呈现出点多、面广、线长的复杂状况,运输安全风险高,管理难度大。本文基于对我国危化品运输安全形势及应对举措的分析,指出了运输各环节存在的主要风险和建议控制措施,运用系统化、体系化思维和信息化管理手段,阐述了新形势下构建危化品运输全链条安全管理长效机制的基本思路,为提升石化企业的危化品运输安全管理水平提供借鉴与参考。

Petrochemical enterprises have the whole industrial chain for the production and operation of hazardous chemicals,with numerous and various hazardous chemicals transported to everywhere.As a result,hazardous chemicals transportation has high safety risks and great management difficulties.Based on the analysis of the safety situation and countermeasures of hazardous chemicals transportation in China,the main risks existing in each link of transportation and the control measures were pointed out in this article.By means of systematic thinking and informationization management,the basic idea of constructing the long-term safety management mechanism for the whole chain of hazardous chemicals transportation under the new situation was elaborated,providing a reference for improving the safety management of hazardous chemicals transportation for petrochemical enterprises.
