摘要
2015年,欧盟发布了《欧盟的技能、资格和工作:实现完美匹配》调查研究报告,旨在收集欧盟劳动市场大量劳动者的技能和工作岗位技能需求之间的匹配数据,明晰劳动者的技能如何与不断变化的工作技能需求和工作复杂性相匹配。主要包括:技能不匹配的内涵及类型;欧盟劳动者的基础能力、软技能和STEM技能的状况;职业教育与培训和工作本位学习对消减技能不匹配的作用等。文章对该研究报告进行了介绍和评析,并阐述了提升我国劳动者素质和技术技能,实现技能匹配的相关职业教育与培训政策措施。
In 2015,Cedefop promulgated the Skills,qualifications and jobs in the EU:the making of a perfect match research report,aiming to collect matching data on a large number of laborers'skills and skill needs of the job in EU labor market and clarify how the skills of laborers match the changing job skill requirements and job complexity.The specific contents mainly include:the connotation and type of skills mismatch;the status of EU workers'basic skills,soft skills and STEM skills;the role of vocational education and training and work-based learning in the elimination of mismatched skills.This article introduces and commentes on the research report,and elaborates relevant vocational education and training policy measures to improve the quality of workers and technical skills in China and achieve skills matching.
