摘要
基于特高压输变电工程的环境影响评价文件在不同阶段环境保护措施的要求,梳理了特高压输变电工程环境监理的工作流程,介绍了施工准备阶段、施工阶段、带电试运行阶段的环境监理工作内容,规范了环境监理组织和环境监理质量保证的审核程序,构建了特高压输变电工程全过程环境监理体系。
Based on the requirements of environmental protection measures in different stages of UHV(ULTRA-HIGH VOLTAGE)transmission and transformation projects specified in environmental impact assessment reports,the working process of environmental supervision for UHV transmission and transformation project was sorted out.Then the contents of environmental supervision during the construction preparation stage,construction stage and live trial operation stage were introduced.The audit procedure of environmental supervision organization and environmental supervision quality assurance were standardized.Finally,the overall environmental supervision system for UHV transmission and transformation project was constructed.
