基于乡村治理视角的大学生村官工作长效机制研究

A Study on the Long-term Mechanism of College-graduate Village Officials’Work from the Perspective of Rural Governance

实现乡村治理有效是新时代的应有之义。乡村振兴战略的实施为大学生村官提供了新的发展机遇,当前乡村自治实践发展不畅、本土精英整体匮乏、治理环境亟待优化的现状,为大学生村官嵌入乡村治理提供了契机。大学生村官在乡村治理中应当好实践指导者、规则督导者、民主发扬者、风尚引领者等角色,要从优化宏观引导、健全配套机制、强化能力建设、完善政策保障等方面着手,构建保障大学生村官“下得去、待得住、干得好、流得动”的长效机制。

To realize effective governance in rural areas is the due meaning of the new era,and the implementation of the strategy of rural revitalization provides a new development opportunity for college-graduate village officials.Firstly,this paper discusses the realistic opportunity for college-graduate village officials to get embedded in rural governance from three aspects:the poor development of rural autonomy practice,the overall lack of local elites,and the urgent need to optimize the governance environment.Then this paper defines the roles of college-graduate village officials as practice director,rule supervisor,democratic promoter and trendsetter in rural governance.Finally,from the four aspects of optimizing macro guidance,perfecting the supporting mechanisms,strengthening capacity building,and improving policy guarantee,the construction paths of the long-term mechanism which make sure that college-graduate village officials could“go down,stay firmly,do well and move smoothly”.
