基于转型发展需要的县区级开放大学管理体制改革探析

Analysis on the Management System Reform of County and District Level Open University Based on the Needs of Transformation and Development

县区级开放大学在转型发展中,迫切需要改变现阶段基本沿用原广播电视大学的管理体制做法。如何改变,须厘清目前开放大学管理体制以及运行现状,包括领导体制、现阶段管理机构设置与开放大学功能定位以及管理体制所面临的不适应现象。在此基础上,把准县区级开放大学发展的基本规律和运行方向,确立县区级开放大学管理体制改革的基本思路、合理设置管理组织体系、凸显内部管理效益提高等四个方面的基本要求,以找到有效改革的行动路向。

In the process of transformation,it is urgent to change the management system and practice of the original radio and television university.We need to clarify the current management system and operation status of open university,including the leadership system,the current management structure,the functional orientation of open university and the maladjustment of the management system.On this basis,the basic law and operation direction of the development of quasi county and district level open universities are put forward,and the basic ideas of the reform of the management system of county and district level open universities are established,the management organization system is reasonably set up,and the internal management efficiency is highlighted to improve,so as to find the effective way of reform.
