河北省农业供给侧结构性改革路径研究

Research on the Path of Agricultural Supply Side Structural Reform in Hebei Province

党的十九大明确提出,深入推进农业供给侧结构性改革,加快推动乡村振兴[1]。2020年中央和河北省"一号文件"再次强调,"集中力量补上‘三农’短板""保障重要农产品有效供给"。河北省粮食生产实现"十一连增"后,农业主要矛盾由总量不足转变为结构性矛盾,解决这些矛盾与问题,关键是深入推进农业供给侧结构性改革[2-4]。在总结梳理河北省农业供给侧结构性改革实施以来取得的成绩基础上,分析存在和面临的主要问题,提出对策建议,为中国农业供给侧结构性改革提供参考。

The 19th National Congress of the CPC clearly put forward that we should deepen the structural reform of the agricultural supply side and accelerate the rural rejuvenation.In 2020,the“No.1 Document”of the Central Committee and Hebei Province again emphasized that“concentrate efforts to supplement the short board of‘three rural areas’and guarantee the effective supply of important agricultural products”.After the realization of the eleventh consecutive increase in grain production in Hebei Province,the main contradictions in agriculture have changed from insufficient total amount to structural contradictions.To solve these contradictions and problems,the key is to deepen the structural reform of the agricultural supply side.On the basis of summarizing and sorting out the achievements achieved since the implementation of the structural reform of the agricultural supply side in Hebei Province,this study analyzes the main problems existing and facing,and puts forward countermeasures and suggestions to provide reference for the structural reform of the agricultural supply side in China.
