摘要
文章从科技创新投入与科技创新产出两个维度构建了科技创新效率评价指标体系,并基于DEA模型对河南省进行了实证分析,结果表明:河南省在样本期间科技创新成效显著,且其全要素生产效率平均水平在中部六省中高居第一,而在18个省辖市中,有15个省辖市的全要素生产效率都处于较高水平。最后,从加强知识产权保护、构建现代化产业体系、高质量利用外资三个方面提出了政策建议。
This article built an efficiency evolution index system of scientific and technological innovation from two dimensions,i.e.,input and output of scientific and technological innovation,and conducted an empirical study on Henan Province based on data envelopment analysis.The results showed that:Henan Province achieved outstanding progress in scientific and technological innovation during the sample period,and its average level of total factor production efficiency ranked the first place among the six provinces of central China,and there were 15 cities out of total 18 cities having a high-level total factor production efficiency.Finally,this article put forward some policy suggestions from three aspects,including intensifying intellectual property rights protection,building modern industrial system and utilizing foreign capital with high quality.
