基于政策文本量化分析的河南省智慧城市建设主体研究

Research on the Subjects of Smart City Construction in Henan Province Based on Quantitative Analysis of Policy Texts

本研究以2008—2019年河南省政府及直属部门颁布的124份推进智慧城市建设政策为样本,采用SPSS19.0和EXCEL等统计分析软件,对河南省智慧城市建设政策发布主体结构进行研究。研究结果表明:河南省智慧城市建设主要由河南省人民政府和河南省人民政府办公厅统筹规划,以自上而下开展为主要形式;发文主体层次与发文数量呈正相关关系,而发文主体领域与发文数量无关;不同领域发文主体在同一年份的表现差异很大,但同一领域发文主体在不同年份政策出台数量相对稳定,并呈现阶段式数量特征;治理主体在各个年份发文数量离散程度差异很大,参与治理主体逐步增多,但各部门合作并不密切。在此基础上,对未来河南省出台智慧城市建设政策提出三点建议。

Based on 124 smart city construction policies issued by Henan provincial government and its subordinate departments from 2008 to 2019,this study used SPSS19.0,EXCEL and other statistical analysis software to study the main policy releasing structure of smart city construction in Henan Province.The results showed that:the construction of smart city in Henan Province was mainly planned by the Henan provincial government and its general office,with top-down development as the main form;the level of the publication subject was positively related to the number of publication,while the field had nothing to do with the number;the performance of the publication subject in different fields in the same year was very different,but it was relatively stable in the same field in different years,with the characteristic of stage-type quantity;the dispersion degree of the number of papers issued by governance subjects varied greatly in different years,and the number of subjects participating governance increased gradually,but the cooperation among various departments was not close.On this basis,this paper put forward three suggestions for Henan Province to issue smart city construction policy in the future.
