摘要 江苏省淮河流域重点平原洼地近期治理工程面广量大,为充分发挥工程治理效益,从前期工作阶段就加强科学谋划,在满足防洪、排涝等水利功能的基础上,对接地方发展规划,以生态理念开展洼地近期治理工程相关工作,同时打造生态治理示范亮点,以期为江苏乃至全国生态河道治理提供技术示范与支持。 The current lowland improvement project in floodplain in Jiangsu Province of Huai River Basin involves a large area that covers three lowlands of Lixia River,Huangdun Lake and west of Nansi Lake.In order to maximize benefits of structural measures,scientific planning should be highlighted from the early stage.Despite of emphasizing functions of flood and waterlogging control,water resources planning should be integrated with local development plan.Lowland improvement should focus on ecology,so as to give full play to the comprehensive benefits of the project.At the same time,pilot projects should be commenced so as to make demonstration for river course improvement,and provide overall and in-depth technical assistances to other areas of Jiangsu or even the whole country.
