江苏省卫生服务可及性分析

Analysis on accessibility of health services in Jiangsu Province

[目的]分析和评价江苏省卫生服务可及性的现状和变化,以期为江苏省提高卫生服务可及性提供参考。[方法]利用2018年江苏省第六次卫生服务调查相关数据,结合江苏省第四次和第五次卫生服务调查报告,从地理、经济和服务可及性3个方面分析和评价江苏省卫生服务可及性。[结果]2018年,95.30%(城市95.16%、农村95.44%)的调查家庭在15min内可以到达最近医疗机构;96.98%(城市95.72%、农村98.22%)的调查人口参加了基本医疗保险,城市医药卫生支出占总支出比重不断上升,农村先下降后上升,农村始终高于城市;标准化两周患病率为40.17%,两周就诊率为18.84%,标准化后的住院率为12.06%。[结论]江苏省地理可及性好,基本实现医疗保险全覆盖,卫生服务需求明显增加,需重点提升农村居民的经济收入水平与医疗费用承担能力,加强健康教育,进一步完善基层卫生机构的管理和运行机制,促进居民卫生服务利用。

Objective Analyze and evaluate current status and changes of accessibility of health services in Jiangsu Province so as to provide reference for improving accessibility of health services in Jiangsu Province.Methods It mainly used the data of the sixth health service survey of Jiangsu Province in 2018,and combined the fourth and fifth health service survey reports of Jiangsu Province to analyze and evaluate accessibility of health services in Jiangsu Province from three aspects of geographic,economic and service accessibility.Evaluation of the accessibility of health services in Jiangsu Province.Results In 2018,95.30%(95.16%in urban areas and 95.44%in rural areas)of surveyed families could reached the nearest medical institution within 15 minutes.96.98%(95.72%in urban areas and 98.22%in rural areas)of surveyed population had participated basic medical insurance.The proportion of urban medical and health expenditures in total expenditures had continued to rise,it decreased firstly and then increased in rural which was higher than that in urban from beginning to end.The standardized two-week prevalence rate was 40.17%,the two-week outpatient rate was 18.84%,and hospitalization rate was 12.06%after standardization.Conclusions Jiangsu has good geographic accessibility and basically achieves full coverage of medical insurance,health service requirement increase obviously.It is necessary to focus on improving economic income level of rural residents and affordability of medical expenses,strengthen health education,further improve the management and operation mechanism of primary health institutions,and promote health service utilization for residents.
