The Basic Thought and Strategic Analysis of Social Security Development during the 14th Five-Year Plan period

中国社会保障发展已处在新的历史起点上,“十四五”时期是社会保障发展的“时间窗口”。基于“十四五”时期的国家发展背景,进一步提出我国社会保障发展的两个主要目标:即以健全多层次的中国特色社会保障为体系的建设目标;以提升社会保障在国家治理体系中的基础性作用为制度的建设目标。新时代社会保障改革应以实现公平性为导向,不断提高保障水平;在转变经济发展方式新阶段中,增强社会保障与经济发展的协同性,促进经济发展转型。为此,需要在“双循环”新发展格局中,充分发挥社会保障在国内大循环中的作用;在多目标并举下实现社会保障高质量发展。

The development of China’s social security is starting at a new historical starting point,and the 14th Five-Year Plan period is the‘time window’for the social security development.Against the development background of the 14th Five-Year Plan,the paper further proposes two main goals for China’s social security development-improving the multi-level social security system with Chinese characteristics as the system construction goal,and enhancing the basic role of social security in the state governance system as the institution construction goal.In the new era of‘yearning for a better life’,social security reforms are oriented towards achieving fairness and continuously increase the benefit level,and in the new stage of transforming the economic development mode,the coordination of social security and economic development will be enhanced to promote the transformation of economic development.Therefore,in the‘dual circulation’development pattern,it is necessary to give full play to the role of social security in the domestic cycle to achieve high-quality development of social security with multiple goals.
