Integration and Optimization of Protected Area—Thinking,Response and Discussion

自然保护地整合优化是当前及今后一段时间内自然保护地体系建设的重点工作,提出应紧抓目标导向,以系统性思路布局体系建设,针对实践中的矛盾问题提出了全面评估自然文化资源、严格执行“三个不”、充分论证类型整合、以实效看待类型归并、科学确定范围调整5个方面的技术应对措施,对风景名胜区、三条控制线、分区管控等问题进行了探讨,努力探索中国特色自然保护地体系的建设路径。

The integration and optimization is the key work of the construction of protected area system at present and in the future.This paper proposes to pay close attention to the goal orientation and lay out the system construction in a systematic way.In view of the contradictions in practice,it puts forward five technical countermeasures,including the comprehensive evaluation of natural and cultural resources,strict implementation of the"three nos",full demonstration of type integration,judging type integration via actual effect,and adjusting the boundary scientifically.This paper also discusses scenic and historic area,three control lines,zoning control and other issues,in order to explore the construction path of the protected area system with Chinese characteristics.
